A reaction (or system) that absorbs heat energy.
Explanation:
In reality, these systems feel cold to the touch because they are absorbing heat from their surroundings (e.g. you, et cetera). Thermodynamically, though, it is absorbing heat energy per requisite of breaking chemical bonds, for instance.
