As the pacific plate moves across the unmoving hotspot in the mantle, a series of volcanoes appear over it. As the plate moves, previously active volcanoes are no longer over the hotspot and become inactive, slowly getting smaller by weathering. In their place, new volcanoes form over the hotspot. This is what causes Hawaii's pattern of decreasing size of it's western islands.
