Since the brick is falling, assume acceleration is due to gravity
$g = 9.8 \frac{m}{s} ^ 2$

final velocity $v ' = v + g \cdot t$

$v ' = 0 + 9.8 \cdot 3.5$
$v ' = 34.3 \frac{m}{s}$
