A law follows a distinct set of rules repeatedly, law of gravity.

A theory is a set of observations that fall along a line of reasoning yet may not have definite proof.

Explanation:

The laws of a system are always the same for a given system. Example:
Law of gravity. The force that keeps us on the planet. There is no getting around it unless you exert a countering force. Two objects of different masses will hit the ground at the same time if there is no air friction to offer resistance to the force of gravity. A stone and a feather will hit the ground at the same time in a vacuum.

A theory attempts to explain an observation, but it may not be correct in of itself. The theory of evolution lacks definite proof and has not been observed; yet it is still proposed as a means to explain how the earth has life on it.
