In simple, Active means transport using energy (ATP) and inactive means without using energy (ATP).

Explanation:

For example, diffusion, osmosis occurs on its own and do not require energy. The move down the concentration gradient.

Where as for cases like loading sucrose in phloem which does not occur via diffusion, energy is used in order to load the sucrose and move it. Also, the potassium sodium pump also uses ATP in order to exchange these ions in the membrane.
