In general, Hispanic relates to people, nations, and cultures that trace its ancestral roots back to Spain.

Explanation:

Obviously, anyone who has lived in a Latin American or South American country (exceptions to Brazilians, Guyanese, Surinamese, Arubans, Jamaicans, any country that is not a Spanish colony or has roots to Spain).

People actually from Spain do not like to consider themselves Hispanic and generally prefer to consider themselves Spanish descent.

I'm not 100% sure on my answer since it depends on the country or the person itself, but this is just my general understanding.

Hope I helped! :)
