In my opinion Iceland

Explanation:

Iceland is located on the mid Atlantic Ocean ridge.
New magma is consistently coming to the surface in Iceland.
There are earthquakes as the land is split apart by the diverging plate boundary.
There are volcanos as the new magma comes to the surface in Iceland.
There are also natural hot springs bubbling to the surface.
New Islands are formed out of the Ocean and are almost as rapidly destroyed.

There well may be more active locations but in my opinion Iceland is the most active region on the surface of the earth.
