Inevitably the answer is open to question but a strong argument could be made for the Thames.

Explanation:

There are a number of important rivers in England. The common thread of their importance is the settlements which have developed round them, particularly at their mouths. The Mersey has Liverpool and for decades the biggest port in the UK and one of the biggest in the world. Similarly there is the Humber on which stands Hull and the Tyne with Newcastle.

However the Thames flows through the capital, London. On this basis it could be argued as being the most important. Many cities such as Liverpool and Newcastle have seen a decline in their industries and they have certainly seen a decline in their population. The London docks of yesterday have also largely disappeared. However with a population of over 8.5 million London dominates England and indeed the United Kingdom. Birmingham with a population of just 1 million comes a distant second.
