It is not a dust.
It is an aerosole.
Explanation:
Aerosoles play same role neutrons play in the atom.
It works like a glue to attach water vapor together and craft the clouds.
When too much water vapor or too much aresoles be in that cloud, It simply explodes (precipitation).
