Accelerating charges produce electromagnetic waves. (Varying electric and magnetic fields can also produce them)

Simply, a time-space varying electric field produces a varying magnetic field at right angles to it and the time-space varying magnetic field in turn produces an electric field at right angles to it and this continues forming oscillations of electric and magnetic field components which constitute an electromagnetic wave.
