It isn't. There is no #x# that will satisfy this equation.

Given:

#8x-3 = 8x+13#

Subtract #8x# from both sides to get:

#-3 = 13#

Since this is false, there is no solution.

Geometrically, the following two lines are parallel, so do not intersect in a solution...

#y=8x-3#

#y=8x+13#
