A new moon has the least visible viewing area.

Explanation:

We see the Moon's surface through reflected sunlight. When at new moon the Moon is between the Earth and the Sun. Most of the sunlight is reflected off the Moon's far side which we can't see.

At new Moon very little reflected sunlight is visible from the Earth and hence the least area is visible.
