Continental Polar or sometimes Continental Arctic

Explanation:

Air masses are categorized by temperature (Arctic, Polar or Tropical) and moisture content (Continental or Maritime) based on the source region for the mass. Any dry air mass is going to be Continental. For the most part only Arctic air masses only make it out of Canada in the coldest part of winter and usually only to central northern states like North Dakota. Continental Polar air masses are much more common. They are still cold and dry just not as cold and dry as Continental Arctic air.
