Explanation:

The TYPE of government structure was the same as currently followed. The differences are also the "weaknesses" attempted to be overcome by various versions and eventually the Constitution.

The challenges were the same as for any new idea - especially in government. Competing interests of the States, agreeing on the form and extent of "central" authority, and a general lack of real "national" feeling among the population as a whole.
