The Philadelphia convention was organized to revise the articles of Confederation and the Constitution was issued. It became effective two years later when nine of the thirteen colonies accepted to ratify it. The Constitution was only made of seven articles and the Bill of Rights was only added in 1791(with ten amendments) by James Madison.
