It was much poorer and much less urban.

Explanation:

Back in the late 1970s, the Chinese economy was not open to the world. There was very little economic interaction with the West under Mao's reign. Deng Xiaoping opened China economically and it triggered a very rapid economic development and urbanization. 90% of the population lived in great poverty and less than 20% lived in cities before that opening.
