Explanation:

This was a plan to rebuild Western Europe economically in order to create political stability. As Europe became divided between East and West, the USA and her allies felt that the rebuilding of Western Europe was essential in order to prevent countries becoming communist. Both France and Germany had very large communist parties at the time.
