Indulgences were granted by the Catholic Church(it meant you could buy your own salvation by donating to the Catholic Church). Pope Julius II needed money to finance the building of the Basilica Saint Peter, Luther was shocked by this attitude and and was appalled by how the Borgias( the rulers of Rome) behaved. Incest and libertine sex was one of their regular habits.
