Comets are icy bodies..Tail is formed by sublimated icy matter in the comet.![enter image source here]

Explanation:
They develop tail only when they reaches near sun..So when they are away from Sun the tail will be shortest.
The icy materials like water, carbon dioxide, ammonia etc become vapor only after getting heat from Sun.
Tail is shortest when away from Sun.
