Where does the ER send its vesicles?

I thought it's the Golgi Apparatus which makes vesicles? Anyhow, vesicles will move towards the cell-surface membrane where they will fuse with the phospholipid bilayer

Explanation:

This is because vesicles have a lipidy structure so they are now able to move out of the cell where it's needed. Pretty sure this is why anyway :/
