As a general rule, shall is used with first-person pronouns, and will is used with second and third-person pronouns; both are used to form a future tense.

For example,

I shall not arrive at the party on time.

He will arrive in 15 minutes.

The only exception to this rule, is when there is some sort of strong determination to do something. In this case, the rules are reversed.

For example,

I will arrive on time.

You shall not be late!
