The largest cover of ice in Europe is above the Scandinavian Countries (Finland, Sweden and Norway) plus most of Russia (especially Siberia).

The reason is that these areas are closer to the North Pole thus affected by the cold arctic climate.

It is important to note that the extension of the ice, and of the arctic climate, in Europe is lesser than in Canada because of the presence of the Gulf Stream that transports large amount of heat towards the eastern north Atlantic thus warming the climate of Europe.

The effects of the Gulf Streams are reduced the more inland (far from the Ocean) the countries are. Therefore ice coverage becomes wider and winter climate harsher moving from west to east that is from Norway (that is reached by the Gulf Stream) to Sweden, Finland and Russia.
