Let us first understand how a voltmeter or mill-voltmeter is connected in circuit
In order measure a device's voltage, meter must be connected in parallel to that device . This is important because meters connected in parallel experience the same potential difference.
We also know that voltmeter or mill-voltmeter should have very high resistance so that it should not change the amount of current flowing between points of measurement of the circuit element.

Now out of the two, we see that a voltmeter measures higher voltage range in comparison to a mill-voltmeter.
Therefore its resistance needs to be correspondingly high in order to allow the rated (less) current through the galvanometer.
