Which part of the human nervous system carries signals to the skeletal muscle?

Human nervous system is divided in central nervous system (CNS) and peripheral nervous system (PNS). PNS is associated with sensory and motor sections of which latter sends signal to skeletal muscles.

Explanation:

Peripheral nervous system receives stimuli from immediate external or internal environments, send the corresponding messages to CNS; in response to this CNS sends signals to different organs and tissues of the body.

Accordingly these are called sensory and motor sections.
