This would be perestroika and to a lesser extent glasnost.

The last leader of the USSR Mikhail Gorbachev, introduced economic and political reforms known as perestroika (restructuring) and glasnost (openness) in order to liberalise the Soviet economic and political structure without necessarily dissolving communism. However it started or accelerated a process which led to the break up of the USSR.
