The United States.

Explanation:

The United States exploded the first hydrogen bomb in November 1952. This gave them an advantage in the nuclear war with the Soviet Union.
However, The Soviet Union successfully detonated a hydrogen bomb the following year and by the late 1970s, seven nations had constructed hydrogen bombs.
