It depends upon what date you identify as the end of the Cold War.


Reagan was President from 1980-88. Before the end of his tenure the Soviet Unions was already disintegrating. However if we mark the fall of the Berlin Wall (1989) as the start of the definitive end and the beginning of the process to re-unify Berlin and Germany, the President would be George Bush Snr. who held office from 1988-92.
