Why are the amounts of gases in the atmosphere usually shown as percentages of dry air?

Atmospheric water is highly variable.

Explanation:

Water vapor in the atmosphere can be over 5% but in some areas it can be almost 0. Since it is so variable, based on temperature and available water, we do not include it when determining what gases make up the atmosphere.
