Why did Mexico offer Americans land in Texas?

Texa used to be part of Mexico and it was almost entirely uninhabited. The Mexican government therefore decided to launch a new policy to encourage American ranchers to move to Texas. They eventually clashed on the issue of slavery(Mexico had abolished it in 1829) and Texas became independent in 1836 and declared itself the Lone Star Republic. In 1845 Texas joined the Union.

Houston was elected president of Texas when Texas joined the Union whereas Austin had been the leader of American settlers in Texas.
