They provided them with basics in return for their vote.
Explanation:
In the late 19th and early 20th century, tens of millions of immigrants came into the USA with nothing. They could not even peak English. Political machines and political bosses helped them settle providing them with basics such as rented accommodation. Therefore the concept of bossism was developed.
In return they expected and got the political support of the immigrant communities at elections. Probably the last of these bosses was Richard Daley the mayor of Chicago.
