President Clinton was a globalist, this is why he promoted such blocs.

Explanation:

Bill Clinton introduced NAFTA( North Atlantic Free Trae Agreement) in 1993 because he was convinced that globalism for a good path for his nation. He was also rewarded the Charlemagne prize for his contribution to the building of the European Union(Henry Kissinger was also honored with this prize).

Bill Clinton was part of the Cecil Rhodes scholarship students who wer selected for being bright and therefore able to defend the cause of globalism. He had the priviledge to have Caroll Quigley as professor at the University of Georgetown.

The latter wrote a book explaining the basic principles of globalism, by referring to Cecil Rhodes( the British Prime Minister after whom Clinton's scholarship had been named) in his book "The Anglo-American Establishment".
