During wars governments tend to use rationing in order to prevent economic shortages. Food is the first military weapon (green power), Kissinger famously said"control oil, you control nations, control food, you control people". Any food shortage can thus prove tragic in times of war.

Governments tend to use rationing, it was used in Europe for instance during WWI.
