Because the surface of human skin has lipid molecules which repel water.

Explanation:

As in the saying 'oil and water don't mix', the surface of the skin has secretions which are lipid-based or 'oily'.

The molecules of lipids being no polar (no surface positive and negative charges), they repel water molecules which are bi-polar (bearing a positive charge at the Hydrogen ends and a negative charge at the Oxygen end.)
