Why is the IUPAC name of the cyclic compound 3-ethyl-1,1-dimethylcyclohexane is given instead of 1-ethyl-3,3-dimethylcyclohexane??

In the iupac name we named a molecules by the smallest number of branch it had. For example with compound of 3-ethyl-1,1-dimethylcyclohexane has total number of branch : 3+1+1 =5, and the 1-ethyl-3,3-dimethylcyclohexane has total number: 1+3+3=7. From this we could say that the first name has smaller number and it will be the name of the compound.
