If you count Pluto as a planet, yes it is often the 8th planet from the Sun.
Explanation:
Pluto's orbit is quite eccentric and at its perihelion it is inside the orbit of Neptune. When Pluto was considered a planet, Pluto and Neptune alternated between being in 8th and 9th position. Now Pluto has been reclassified as a dwarf planet, so Neptune is now the 8th most distant from the Sun.
