Primary consumers because as we move up trophic levels, energy is lost.

Explanation:

When a primary producer takes energy from the sun, not all of that energy is made available to the organism that eats the primary producer. The primary producer uses some of that energy.

Because we lose energy each time we move up a trophic level, we have more producers than consumers, more herbivores than carnivores, more primary consumers than secondary consumers.
