I think this is the answer to your question because if we take into consideration of wording of “the sum of b and 5” then those two would equal b+5. “Times 2” would either be with or without parenthesis. However I think it would be more simple if you put the parentheses in, so you can use the distribution method if you want to solve it. So 2(b+5) would be the answer to your question.
