Ozonolysis and oxidation.
Double bonds are subject to trasformation into aldehydes upon treatment with ozone, through intermediate ozonure and molozonure. So chlorobenzene can be ozonolysed yielding two glyoxal molecules, which in turn can be oxidized to oxalic acid.
