that is you want to know how to divide `2.9 xx 10^4` by 2 (or equivalently multiply it by `1/2`)

The "scaling factor (`10^4`) is not effected by this division, so the answer is
`(2.9)/2 xx 10^4`

`= 1.45 xx 10^4`
