Since this was asked under the heading "scientific notation" I am going to assume the question should be
How do you divide #(9.2xx10^(28))div(4.6xx10^9)#

Separate the coefficients from the exponents;
divide the coefficients;
divide the exponents;
recombine for the answer

coefficients:
#9.2/4.6#
#=2.0#

exponents:
#10^28 / 10^9#
#=10^19#

#(9.2xx10^(28))div(4.6xx10^9)#
# = 2.0 xx 10^19#
