How do you write the point slope form of an equation for the horizontal line that passes through (4,-2)?

If the line is horizontal then the slope is `0`
in slope-point form, that is `(y-y_1) = m(x-x_1)`
this would be
`y+2 = 0(x-4)`
and that's the "correct" answer to the question
but
why would anyone leave it in that form?
`y+2=0`
or
`y=-2`
