Toluene is the most reactive

Toluene is more reactive than benzene in a electrophilic aromatic sobstitution reaction, since the methyl group is an electron donating group, and therefore an activating group. On the other hand chlorobenzene is less reactive in the above reaction, since halides are weak electron drawing atoms, and benzoic acid is the less reactive, due to strong electron drawing effect of carboxyl group.
