Maybe that means that two or more atoms are joined to form a stable molecule and the total number of protons in those atoms is 14.
You can try by combining the first 13 atoms, H (one proton), Li (three protons), Be (four protons); B (five protons); C (six protons ); N (seven protons); O (eight protons), F (nine protons), Na (eleven protons), Mg (twelve protons), Al (thirteen protons). Helium and Neon atoms can't be considered,
