The fundamental property of charge is that: like charges repel and unlike charges attract.

Since electrons have a negative charge and protons have a positive charge, they attract each other.

In an atom, electrons do not drift towards the nucleus because, they are orbiting the nucleus.

The eletrostatic force is pulling them towards the nucleus and so provides a centripetal force.

The electric Potential energy of the electrons is converted into rotational Kinetic energy.
