(Assuming I am understanding the question, which is not at all certain).

Since #h(x)=200# is a constant
If Victoria deposits her money in the savings account (at time #x=1#)
the balance in her savings account will be
#b(x) = 200 * s(x)#
or
#b(x)=h(x) * s(x)#

This would be a more interesting problem if #h(x)=200x# (that is if Victoria received an additional 200 on each of her birthdays).
