The line #y=3=0x+3# has slope #m=0#

Any line parallel to it will have the same slope #m=0#.

Point-slope form is

#y - y_1 = m(x - x_1)#

where #m# is the slope and #(x_1, y_1)# is a point through which the line goes.

In our case, we can use #(x_1, y_1) = (-3, -2)# to get:

#y - (-2) = 0(x - (-3))#
