Count the movements of the point and use this value as NEGATIVE power of #10# that you'll use as a multiplicator.
You get:

so you get: #1.89xx10^-4#

Remember if you move the point to the right the exponent of #10# will be negative (as in this case). If you move it to the left it will be positive.
