Evaporative coolers work much better when the air is very dry.

A desert cooler is an evaporative cooler, it cools the air by evaporation (if you need to know how that works please ask). Since warm air can hold more water vapor than cold air, and you are referring to a hot dry day (meaning the air is not holding anywhere near the maximum amount of water vapor that it can) the air more readily accepts water vapor through evaporation, allowing the evaporative cooler to work at the most efficient way it can.
