The jet stream is formed due to air masses, and is found over top of air masses. Generally speaking, the rule of thumb for air mass movement is the direction of the 500 mb winds, and half the speed of the 500 mb winds. The jet stream is usually up around 250 mb. Those translate to roughly 18,000 ft and 34,000 ft.
