Explanation:

Why do we make it 1? Think of #2^{3}#. Of course it equals 8. Now divide by 2, you are left with #2^{2}# or 4. Divide by 2 again and now you have #2^{1}=2#. Mathematicians just keep going -- divide by 2 again and now the exponent is 0, and at the same time the quotient is 1. It works the same way with any finite nonzero base.
